A foolish, restless woman. According to some sources, the word originates from the sound of such a person chattering away. During the quest of Team 5 of Series 2, Mildread called Gretel a flibbertigibbet, as the maid had annoyed her with a pointless question.

(It's possible that at some point, Mildread met Gibbet and called him a flibbertigretel. Then again, just calling him Gretel would have been insult enough.)
